Crappy cookie message if covering langauges

The "Language" box to change language at the bottom of the website is covered by the crappy cookie message covering the bottom of the webpage.
And if you manage to unfold the languages, some of the languages are covred be the crappy cookie message.

I can move the crappy cookie message to the top of the page but then it will cover the menu.

This is the way most of the cookie consent plugins work.

Depending on the width of the screen the cookie message with cover the language drop down interily.
Try 320px and 768px width.
You cant see "Language" at all.
So i user might see the cookies message in another language then the user understands and then have to click OK to something just to be able to change the language.

I can add the cookie message as a floating window on the botton right of the screen. This way it doesn't cover the "language" button. It still can cover some language links, but on that area there are languages of countries where the cookie message isn't displayed.

Edit:
Or, simpler, I can add an empty space at the botton, so the cookie message doesn't cover the language button.
