Where is the toggle switch to show the volume controls at the bottom of the screen?

Also, how do I set the parameter to keep the volume toggle switch on?

I know this ought to be easily solvable, but I've been searching for about 2 hours and cannot find the switch. I figure it's in preferences but . . . . Anyhow, guidance appreciated. Thanks.
