Shortcuts have ! by them?

Shortcuts have ! by them?

My up and down arrows have exclamation marks by them. Neither of them work to advance or go back. I can't see whats wrong with them? Thanks for info on this.

A "!" means the shortcut key is already assigned to another action, so there's a conflict. You need to fix it.
